All the storms screw me over, as long as they destroy fences than its game over for me, by the time the storm is over or before they can be repaired i'm in the negative income and can't recover, there needs to be storm defense buildings like in the first game to protect areas keep a rainy day fund so you have a cushion to deal with not having income for a while and so you can pay for your repairs. Sure, my park rating will drop over time during the storm, and once it drops below the point where my park is making a profit, then I'll start losing money. I can only go on personal experience here but I don't think I've never had a storm completely tank my park economy even on UK Challenge (noted for harsh storms) on Jurassic difficulty. If a storm is tanking your income to the point where it's Game Over, or one little thing is breaking your park then you need a more robust park layout.
